The Integrated Social Development Centre (ISODEC) is non-profit organizations in Ghana. Established in 1987. ISODEC has over the years combined practical, boots-on-the-ground grassroots projects delivery with research and policy influencing in order to contribute to eradicating poverty and ensuring social justice in Ghana. Our operational programmes have covered research and analysis into education, natural resource governance, fiscal transparency, IFFs, health, social protection, access to water and child rights . ISODEC’s policy influencing strategy is rooted in a “rights-based approach” in which the protection and promotion of fundamental human rights are core values in ISODEC.
Job Purpose:
The Monitoring, Evaluation and Learning Coordinator (MEAL) is responsible for the development and implementation of ISODEC’s MEAL Framework, policies and systems which places gender and vulnerable populations at the centre of all programmes and projects. This role relates directly with the Head of Programmes and Policy, Programme Officers, and Communications Team regarding MEAL policies and strategies. It also relates directly with programme staff in Ghana with regards to MEAL relevant support for quality programme implementation and development using a GESI and Climate Change. Above all, the design and implementation of the MEAL as regards to the Country Strategy and liaising with the Executive Director is a key aspect of this role.
Overall Responsibilities:
The MEAL Coordinator shall have overall responsibility for the monitoring of programmes and projects and delivery effectiveness and efficiency of programmes and projects implementation, the realization of critical milestones of ISODEC’s Strategic plan (2025-2028); ensuring the mainstreaming of GESI and Climate Change. Additionally, the preparation of the ISODEC Annual Reports; mid-term reports and capturing and sharing institutional learning and knowledge management.
- He/she shall design and implement a robust MEAL strategy for the monitoring and review of ISODEC’s Strategic Plans.
- She/he will ensure that MEAL processes are directed to learning with partners and staff for/with among all programmes implemented to ensure the whole organization benefits from and applies programme learning.
- Develop programme MEAL system in accordance with ISODEC minimum standards and using the DAC Assessment tools.
- Define and/or develop specific processes, methodologies and tools for planning, monitoring, evaluation, learning, accountability and reporting in line with ISODEC’s and Donors minimum requirements (common Approach to MEAL and Social Accountability (SA).
- In close collaboration with our partners, develop and monitor implementation of MEAL systems, processes and tools to ensure quality and consistent information of available on programme performance and impact for reporting, project and programme review and knowledge 2.
- Coordinate the writing of all quarterly, and annual and donor reports as well as feeding in quality content for the website and social media handles.
- Advise in the design and management of evaluations of all ISODEC projects in compliance with normal evaluation standard policies (ToR, Final Report, Dissemination of Evaluation findings, etc.).
- Ensure that all processes, methodologies and tools are gender and climate sensitive ad capture any transformational changes.
- Support the Head of Programmes and advise on project and programme design processes includng proposal writing, (particularly logic intervention (Theory of Change, Logframes, MEL Plans, etc.) and contribute to ensuring adherence to highest standards of the DAC Assessment tools for design and project cycle management.
- Lead in the design the use of participatory analytical tools in the design and development of logframes and MEAL Plans in project proposals in coordination with the programme teams.
- Responsible for estimating and setting MEAL resources in proposals(time, skills, budgets), including the capacity building of ISODEC staff , partners , target groups and community in MEAL.
- Independently responsible for verifying accuracy of all projects and programme related baselines, data, results, etc. details prior to documentation, including customer legal name and organization structure.
- Perform other projects and initiatives, as required, in order to enhance the effectiveness of the programmes and policy team, including helping team members and actively seeking and accepting assistance from peers. Accurately prepare project specific reports, and documentation packages specific for each project or programme, including the annual reports, donor reports and reports to the Board
- Provide technical advise to programme teams to implement monitoring, evaluation , accountability and learning processes at national and local level , through direct support and field visits.
- Define, implement and monitor capacity building processes of staff on knowledge, skills and competencies and ways of working necessary for effective implementation and use of MEAL in line with programme management and MEAL standards.
- Capture and share the learning of all of ISODEC’s projects within the team, including collection and compilation of informational available and feed this to the Communications Team.
- Compile all ISODEC programme related monitoring data into overall reports reflecting activities, outputs and outcomes in order to guide management decision-making, provide accountability to stakeholders , and share learning and demonstrate impact in collaboration with the programme and communication teams.
- Any other assignment given to you by your Line Manage or the Executive Director
Required Qualification:
The following are the minimum requirements for this role:
- A Masters Degree in Development Studies, Sociology, Economics or any of the social Sciences.
- Knowledge of the use of SPSS or any other modern statistical and modelling tools including the use of ODK for data collection.
- Knowledge and proven experience in establishing and maintaining effective monitoring and evaluation systems for development and rights-based programmes and projects.
- Strong commitment to the mandate, mission, and values of ISODEC, including strong commitment to addressing social injustices including inequalities and the impacts of climate change on the poor.
- A good understanding of ISODEC’s current strategy (2025-2028) and the interlinkages of the various programmatic.
- Demonstrated understanding of the nexus between just natural resource management, climate change and gender.
- Demonstrated understanding on the use of rights-based approaches, participatory rural appraisal tools and community level facilitation to co-analyse and co-create pathways of localled solutions using advocacy.
- Team Player with ability to deal with a range of people from various cultured , different capacities and backgrounds.
- An attitude for external linking, learning and representation with a clear ability to draw knowledge and ideas from across all sectors in the organization.
- An understanding of the links between knowledge management, MEAL and institutional development.
- Leadership and coordination skills including emotional intelligence.
